PROBLEM TO BE SOLVED: To provide a means reporting an abnormal state to a monitor when it occurs at the time of an action of a person to be monitored when he is out of a house. SOLUTION: A movement detection machine 101 is provided with a movement detection means 109 detecting movement of the person to be monitored, a means 105 detecting connection with a portable communication machine 102, a sever connection means 106 connecting the portable communication machine 102 by detection of connection and a movement data transmission control means 111 transmitting movement data on the person to be monitored to a server 4. The server 4 is provided with a monitoring state setting means 115, an abnormal state judging means 118 judging presence or absence of the abnormal state from the monitoring state and movement data, and an alarm information emitting means 119 emitting alarm information to an information terminal machine 5 based on a judged result. Thus, abnormality is judged to occur when movement of the person to be monitored on a path which is set differs from a registered pattern by not less than a prescribed reference, and alarm information is transmitted to the monitor.
