<P>PROBLEM TO BE SOLVED: To facilitate registrations and changes of network devices depending on a hierarchical structure of an organization. <P>SOLUTION: A group information storage part 4 stores group IDs and parent group IDs, and according to the information, defines organizational hierarchical relations between groups. Groups with "null" parent group IDs in the group information storage part 4 are groups belonging to the highest organizational hierarchy, and the group name thereof are registered in the highest part of a tree structure. As for groups with "non-null" parent group IDs, the group names thereof are registered in positions on the tree immediately under the group names of the registered parent group IDs.
