PROBLEM TO BE SOLVED: To increase the heat storage quantity of a heat storage tank by efficiently coagulating and melting a paraffine-based phase change material while reducing a facility cost. SOLUTION: The heat storage device comprises the heat storage tank 2 containing the paraffine-based phase change material 1 with a liquid phase lower in specific gravity than a circulating solution in the state where it is included in the circulating liquid; a heating and cooling mechanism for cooling the circulating liquid of the heat storage tank 2 and bringing the cooled circulating liquid into direct contact with the paraffine-based phase change material 1 to coagulate the phase change material 1; and an external heat exchanger 4 to be cooled with the circulating liquid circulated to the heat storage tank 2. The heat storage tank 2 comprises a filter plate 5 provided at the bottom to put the phase change material 1 above it, and a discharge port 6 and an inflow port provided under and above the filter plate 5. In this heat storage device, the circulating liquid is circulated to the heat storage tank 2 to coagulate the phase change material 1, and the coagulated phase change material 1 is melted to store heat in the phase change material 1.
