PROBLEM TO BE SOLVED: To prevent a liquid splashing or foaming at the time of filling from occurring. SOLUTION: A filler liquid passage 4 is formed in a valve housing 2, and the filler liquid passage 4 is opened/closed by a liquid valve 10. A nozzle 16 is provided on the downstream side of the liquid valve 10. The nozzle 16 has a double tube structure comprising an inner peripheral tube 20 and an outer peripheral tube 18. Then, the aperture of a discharging port 20e on the outlet side is made larger than that of a feeding port 20a on the inlet side of the inner peripheral tube 20. Also, a ratio of the cross sectional area of a passage (internal passage) 26 in the inner peripheral tube 20 to the cross sectional area of a passage (external passage) 24 which is formed between the inner peripheral surface of the outer peripheral tube 18 and the outer peripheral surface of the inner peripheral tube 20 is made larger on the discharging port 20e side than the feeding port 20a side.
