PROBLEM TO BE SOLVED: To provide an advance control device for a fuel injection pump, reducing discharge of black smoke or the like and enabling good start of an engine, by controlling operation of a CSD so that the CSD is efficiently operated. SOLUTION: In an engine, the fuel injection pump 1 is provided with a cold start device (CSD30) to stop flowing out of fuel for cold start. An actuator for advancing connected with a controller opens/closes a valve to perform flowing out of the fuel or stop of the flowing out of the fuel. After the engine is started, and a temperature of the engine reaches a predetermined temperature or a predetermined time has elapsed from the engine start, the actuator for advancing is operated to release the stop of flowing out of the fuel so as to control for performing normal operation.
