PROBLEM TO BE SOLVED: To improve handleability without requiring high cost for introduction and maintenance. SOLUTION: An information retrieval output part 13 checks accumulation of industrial property right information accepted by an inquiry information acceptance part 12 by retrieving index information accumulated by an information accumulation management part 11, and, when accumulated, retrieves and outputs the industrial property right information including an updated content relative to the industrial property right information from a recording medium. The industrial property right information is linked to the industrial property right information including the updated content by unique information, and the information retrieval output part 13 acquires the industrial property right information including the updated content on reference to link information (industrial property right information TBL14) included in the index information.
