PURPOSE: A character input device and a method having an adjacent key input method by using a small-sized keypad are provided to comprise a number keypad comprising 12 key buttons and a controller for controlling a character inputting when the key buttons are pressed, thereby inputting more alphabet fundamental character elements and/or Korean fundamental character elements. CONSTITUTION: A controller controls such that one fundamental character element can be inputted for a single key event, which presses key buttons 1 to 9, respectively, one time. The controller controls such that one additional fundamental character element can be inputted for a combination key event, which presses a basic key button for inputting the fundamental character element and an adjacent key button adjacent to the basic key button, respectively, one time.
