PROBLEM TO BE SOLVED: To provide an image forming apparatus devised so as to obtain a glossy image. SOLUTION: In the image forming apparatus provided with an image forming means to form a toner image consisting of the aggregation of dots where toner is stuck on an image carrier and a preliminary heating means to preliminarily heat the toner image on the image carrier by preceding overlapping on a recording medium and simultaneously fixing the toner image formed on the image carrier as transferring to the recording medium, the image forming means forms the toner image where the number N (piece/cm<SP>2</SP>) of toner particles per unit-area in the dots where the toner is stuck is set as N≥-8.75×10<SP>5</SP>×D+1×10<SP>7</SP>when the average particle size of the toner is D(μm), and the preliminary heating means performs heating so that time required for lowering the storage elastic modulus of the toner constituting the toner image from 10<SP>5</SP>pa to 10<SP>3</SP>Pa is set≤0.5sec and also time when the storage elastic modulus of the toner is set as≤10<SP>3</SP>Pa is secured for at least≥1sec.
