PURPOSE: An apparatus, a method and a program for processing an image are provided to control unclear movement of moving picture by reducing occurrence of unclear movement of an edge or texture. CONSTITUTION: A movement detection part(24) detects movement on the basis of data about an input image and a reference image. An image process part(22) processes pixel values in the data about the images in response to the result from the movement detection part. A display part(26) displays the result of the image process part. An edge detection part(31) detects an edge part according to the result applied from the movement detection part. A correction part(32) revises the result of the edge detection part.
