A tooth whitening product is provided. The tooth whitening product includes a material sized to cover at least a portion of the front surface of a plurality of teeth. A thin layer of a tooth whitening composition is disposed on the material. The whitening composition contains a peroxide active with a concentration greater than about 7.5% and less than about 20% by weight of the tooth whitening composition, and the tooth whitening composition has a peroxide density less than about 2.4 mg/cm<SUP>2</SUP>.
