PURPOSE: A device and a method for transmitting an optimum image signal in a mobile communication system are provided to convert a transmitting side image signal according to performance and a standard of a receiving side display, and to transmit the converted image signal to a receiving side, so that the receiving side can display the received image signal in optimum state. CONSTITUTION: An MSC registers property information on cameras and displays of all multimedia portable terminals(S100). The MSC decides whether a standard image signal is inputted from a transmitting side portable terminal(S110). If so, the MSC confirms a receiving side portable terminal, and confirms standard information on a display of the receiving side portable terminal(S120). The MSC converts the standard image signal inputted from the transmitting side portable terminal according to a standard of the display of the receiving side terminal(S130). The MSC transmits the converted image information through a communication path connected with the receiving side terminal(S140).
