PURPOSE: An apparatus and a method for controlling synchronization of a video transport stream are provided to make a natural image displayed even though an input rate of coded video data is different from an output rate of decoded video data and a system clock jitter arises by skipping and repeating only a continuous frame having a little motion. CONSTITUTION: A comparison part(311) compares a feature value of a frame with the first critical value related to display skip and display repetition of the fame. A frame display control part(312) transmits an instruction for the display skip of the fame or an instruction for the display repetition thereof to a video decoder(25) according to a display time difference value when the feature value thereof is smaller than the first critical value. The display time difference value is obtained by subtracting a display time stamp as a reference time for displaying the frame from a system time clock synchronized with a reference clock of a frame coding system.
