PROBLEM TO BE SOLVED: To reduce wasteful power consumption on the side of a low temperature in refreshing by devising a timer circuit. SOLUTION: There are provided a current source (BGR circuit 12) whose current increases as temperature rises, an oscillating circuit (timer circuit 13) employing a current having positive temperature characteristics of the current source, and a memory device (DRAM mixed loading core 14) for performing refreshing in synchronism with an output clock of the oscillating circuit or a divided clock thereof. As the temperature lowers, the current of the current source is decreased, so that the period of the output clock of the oscillating circuit (ring oscillator 17) utilizing the current source as a power supply is reduced. It is thus possible to increase a refreshing interval T<SB>RF</SB>and reduce the wasteful power consumption on the side of a low temperature side. COPYRIGHT: (C)2005,JPO&NCIPI
