PROBLEM TO BE SOLVED: To prepare an oil-in-water type emulsion cosmetic which has good hydrophobic powder dispersibility, has excellent stability and excellent water resistance, and gives an excellent sense of use. SOLUTION: This oil-in-water type emulsion cosmetic comprises (A) a sphingosine compound represented by formula (1) [R1is a hydrocarbon which may have one or more substituents; Y is methylene, methine, or O; X1, X2and X3are each H, OH, or acetoxy; X4is H, acetyl, or the like; R2and R3are each H, OH, or the like; R is H, amidino, or the like; (a) is 2 or 3], (B) an acidic compound selected from inorganic acids or≤5C organic acids, and (C) a ceramide compound represented by formula (2) (R7is a hydrocarbon group which may have one or more substituents or H; Z is methylene, methine or O; R5, R6and R7are each H, OH or acetoxy; X4is H, acetyl, or the like; R8and R9are each H, OH, or the like; R10is a hydrocarbon group which may have one or more substituents; R11is H or a hydrocarbon group which may have one or more substituents), and (D) hydrophobic powder.
