PROBLEM TO BE SOLVED: To provide an information recording and reproducing apparatus capable of quickly searching and reproducing a frame in a file desired by a user without the need for a means such as fast forwarding or the like from the beginning of recording in the case of reproducing the file recorded on a recording medium. SOLUTION: The information recording and reproducing apparatus includes: a sight line detection section 107 for generating a sight line detection signal 112; a sight line flag recording and reproducing control means 120 for writing a sight line flag converted from the sight line detection signal 112 to a reproducing frame, and again reading the sight line flag written in the frame when the frame is reproduced, a skip control means 121 that can skip frames actually viewed by the user, locate the start of desired frames not yet viewed by the user at a high speed, and reproduce the frames; a sight line display control means 125 for displaying a state of the sight line flag; and a display apparatus 106 for displaying the sight line flag.
