PROBLEM TO BE SOLVED: To realize the positioning in an intermediate angle of a shaft at low costs by more simplifying feed and discharge controls of working fluid in a rotary actuator, in which a rotating and oscillating shaft can be positioned in the intermediate angle. SOLUTION: A first pressure chamber 12a of a first driving cylinder 12 and a second chamber 13b of a second driving cylinder 13 in a driving part 10 to rotate and oscillate a driving shaft 15 are always communicated to a first intermediate stop mechanism 20a of a positioning part 20 to position the shaft 15 to the intermediate angle with a first passage 40a. A second pressure chamber 12b of the first driving cylinder 12 and a first pressure chamber 13a of the second driving cylinder 13 are always communicated to a second passage 40b one another with a second passage 40b.
