PROBLEM TO BE SOLVED: To provide an axial flow turbine equipped with a structure capable of stably fixing stopping blades on a turbine rotor without deteriorating performance by avoiding effect on adjoining ordinary blades even if centrifugal force acts on the stopping blades during turbine rotor rotation, and a method for manufacturing the same. SOLUTION: The axial flow turbine 20 is provided with a turbine nozzle, turbine moving blades composed of ordinary blades 40 and the stopping blades 45, and the turbine rotor 22 provided with ordinary blade retention grooves 50 and stopping blade retention grooves 51. The ordinary blade 40 is provided with a reversed T-shape projection part and the stopping blade 45 is provided with an engagement part. The ordinary blades 40 are fixed on the turbine rotor by making the projection parts engage with the ordinary blade retention grooves 50 and the stopping blades 45 are fixed on the turbine rotor 22 by making the engagement part engage with the stopping blade retention groove 51.
