PURPOSE: Provided are an electrode catalyst for a fuel cell which is improved in the catalytic activity of noble metals, a fuel cell using the electrode catalyst, a membrane electrode assembly containing the electrode catalyst and a gas diffusion electrode containing the electrode catalyst. CONSTITUTION: The electrode catalyst comprises a non-graphitized carbon as a main component, wherein a noble metal particle is supported in a carbon material having a turbostratic structure in some part of structure. Preferably the electrode catalyst comprises the above catalyst, and a catalyst where a noble metal particle is supported in carbon black. Preferably the turbostratic structure is obtained by adding a metal compound to a material forming a non-graphitized carbon and heating the mixture for carbonization. Preferably the metal compound comprises at least one selected from iron, cobalt, nickel, chromium and manganese.
