<p><P>PROBLEM TO BE SOLVED: To prevent a strap attached to a portable communication device from coming off or being removed from the portable communication device because of a situation unintended by the owner or a related person, and to manage the information on the owner of the strap related to the sales of the strap through communication lines such as the Internet in the sale of the strap. <P>SOLUTION: The strap is to be attached to the portable communication device.
