PROBLEM TO BE SOLVED: To provide a high-density-recording magnetic recording medium that avoids the thermal deformation of a substrate in a film formation process, damage, or the like and, especially, forms a magnetic layer on the substrate made of a plastic film. SOLUTION: In the magnetic recording medium 10, the magnetic layer 3 made of a maghemite thin film at least containing cobalt is formed on the substrate 1 made of plastic film; and the maghemite thin film containing cobalt is formed by subjecting the maghemite thin film containing cobalt formed by a facing target sputtering method to oxidation treatment.
