PROBLEM TO BE SOLVED: To provide a berthing damper penetration type fender device which can adequately exert functions of a fender and a damper while facilitating mounting on a quay by making the overall length of the device greatly shorter than that of a conventional device, and which has a structurally sufficient strength. SOLUTION: A piston type damper 2 penetrates a hollow rubber fender 1 which protrudes forward on the ocean side by having its base end 1a mounted on the quay 9, and a cylinder 2c of the damper 2 is made slidable with respect to the base end 1a of the damper though fixedly attached to an end pressure-receiving part 6 of the rubber fender 1. A pressure-receiving plate 2a, which is equipped with a buffer member 2b capable of abutting on a berthing ship 7, is provided at the tip of a piston 2p of the damper 2, and operating water 8 is filled into a cylinder 2d of the damper 2.
