PURPOSE: To provide a reactive solidification agent for solidifying sludge, a method for dewatering, detoxifying and solidifying sludge containing contaminants and having high moisture content using the reactive solidification agent, and a method for recycling solidified sludge obtained by the reactive solidification agent as covering soil and bank soil for waste landfill, riverbed reinforcement, slope reinforcement, soil for housing complex, plant growing soil and pipe line bedding. CONSTITUTION: The method for preparing a reactive solidification agent for preparing solidified sludge(5) by dewatering, detoxifying and solidifying sludge comprises a first mixing process of mixing 19 to 24 wt.% of sodium chloride(NaCl), 25 to 30 wt.% of potassium chloride(KCl) and 14 to 19 wt.% of magnesium chloride(MgCl); a second mixing process of mixing a mixture prepared by the first mixing process with 14 to 19 wt.% of calcium chloride(CaCl2), 1.5 to 2.5 wt.% of ferric chloride(Fe2Cl3) and 4 to 6 wt.% of ammonium chloride(NH4Cl) in such a way that 4 to 6 wt.% of aluminum chloride(Al2Cl3) is additionally added to be mixed with the mixture after mixing calcium chloride(CaCl2) with the mixture if sludge(1) contains a large amount of substances having strong ion exchangeability such as As, CN and the like; a third mixing process of preparing a solidification agent(ECO-CURE)(4) by mixing a mixture prepared by the second mixing process with 0.5 to 1.5 wt.% of carbon(C), 2 to 4 wt.% of citric acid, 5.5 to 8 wt.% of non-inoic surfactant and 2 to 4 wt.% of sodium sulfate(NaSO4); and a fourth mixing process of preparing a reactive solidification agent by injecting the solidification agent that is the mixture prepared by the third mixing process and a reactive material(3) into a mixture, thereby rotationally mixing them in such a mixing ratio that 0.1 to 1.0 kg of the reactive material is mixed with 0.7 to 1.5 kg of the solidification agent.
