PURPOSE: A system for storing an image on a hemisphere is provided to support a manager to locate a CCTV camera in an optimal state by allowing the manager to easily recognize the change of the installation state of the CCTV camera. CONSTITUTION: A CCTV camera module(100) compresses image data photographed by a CCTV camera(10), and transmits the compressed image data to a traffic center(200). The traffic center remotely controls the CCTV camera, decompresses the compressed image data, and generates reference data for judging the installation state of the CCTV camera. When a manager requests an image, the traffic center provides the image corresponding to the request of the manager to the manager using the reference data.
