摘要 PURPOSE: To provide a method for manufacturing more economically a porcelain enamel steel sheet which has superior fish-scale resistance and adhesion property, and on which fish-scale is not generated after porcelain enamel firing by reducing a hot rolling scale layer formed after hot rolling to form a porous scale layer, thereby using the porous scale layer as a hydrogen storage source. CONSTITUTION: The method for manufacturing a porcelain enamel steel sheet having superior adhesion property and fish-scale resistance comprises the steps of performing reduction heat treatment on the scale layer of the hot rolled steel sheet under reduction heat treatment conditions that 65% or more of a hot rolling scale layer is reduced using a reducing gas and porosity ratio of the scale layer is maintained to 20% or more right after coiling a hot rolled steel sheet to which hot rolling scale is stuck at a temperature of 570 deg.C or more; and performing porcelain enamel firing on the reduction heat treated hot rolled steel sheet.
