PURPOSE: A fuel combustion reducing device is provided to increase fuel efficiency by lowering pressure in advance in a fuel combustion unit of an internal combustion engine, to purify the exhaust gas by reducing the amount of the exhaust gas, and to save natural resources. CONSTITUTION: If the pressure of a combustion chamber is lowered in operation, the temperature rises. If the pressure rises, the temperature drops. A fuel combustion reducing device is composed of steam for generating electricity, a water tank, a water injection port, a barometer, a pressure lowering exhaust port, an oil injection port gauge, a cooling air inlet(8), an oil refining port(9), a combustion air port(10), an exhauster(11), and an exhaust gas port(12). Soot black contained in the exhaust gas and generated in burning fuel in the boiler is removed by passing the soot black through the water tank and then collecting the soot black in the exhaust pipe.
