A telecommunications network service provision procedure uses overlapping groups (123, 45) of elementary services (14, 24, 341, 351) such as links between sites in a VPN (Virtual Private Network) for joint activation or inhibition identified by a group identity (A, B, AB) if one elementary service in a group is unavailable with continuing availability of any services also assigned to other groups through the other group in the higher level service (30).
