The method involves estimating probability S(n) for a set of integer values (n) as per a Markov chain without a memory. The number n represents the terminals (3) exchanging data with base stations (1, 2) during the time interval of elementary transmission. The exchange of data on a radio interface takes place for successive periods of downloading and silence. An independent claim is also included for a packet control unit on an interface of a data packet transmission network.
