PROBLEM TO BE SOLVED: To make it possible to be primarily intended to manufacture a ferrous material having high quality, high strength and high toughness, and also to attain the reduction of installation area and the facilitation of changing work. SOLUTION: This back-up roll drive type rolling mill is provided with a pair of work rolls 1a, 1b for rolling a rolled stock S, a pair of back-up rolls 2a, 2b for transmitting rolling torque to the work rolls 1a, 1b, driving motors 3a, 3b for transmitting driving torque to the back-up rolls 2a, 2b and roll shifting devices 4a, 4b for shifting the work rolls 1a, 1b in the opposite direction to each other and the axial direction.
