<P>PROBLEM TO BE SOLVED: To steadily supply developer while controlling the amount of developer being supplied. <P>SOLUTION: Each of restricting members 106a and 106b has the form of a roll. Two recessed grooves 108 separated 180° from each other are formed in the peripheral surface of each of the restricting members 106a and 106b. A third developer stirring member 68 rotates to stir developer in a developer stirring chamber 58 and convey it to a developing chamber 60.
