PROBLEM TO BE SOLVED: To provide a programmable variable length code processing circuit capable of executing processing such as an arithmetic logic operation in parallel while executing an instruction of DCT (Discrete Cosine Transform: discrete cosine transform) coefficient coding. SOLUTION: The programmable variable length code processing circuit is configured to include: an instruction memory 1; a program control section 2; an instruction decode section 3; an arithmetic logic operating section 4; a parameter input output section 5; a work memory 6; a work memory control section 7; a data input output control section 8; a scan conversion section 9; a DCT coefficient coding section 10; a stream output section 11; a stream input section 12; and a DCT coefficient decoding section 13.
