<P>PROBLEM TO BE SOLVED: To offer an improved applicator which applies a substance to a keratinous fiber. <P>SOLUTION: The applicator (3) comprises a support (10) and a large number of applicator elements (16) each comprising a hook and (or) a loop and supported by at least one strip (11) fixed to the support (10).
