PROBLEM TO BE SOLVED: To pre-grasp a master plan, for example, of a process and a construction period, which continue into the future in an area requiring measures against unidentified water, and approximate costs which are required for the process and the construction period; and to take the measures against the unidentified water in a planned and efficient manner, without being affected by complaints of inhabitants and the like. SOLUTION: A wastewater sewer is divided into blocks for each system; the quantity of infiltration inflow per unit is computed by grasping a quantitative value and a rainwater intrusion condition, associated with the unidentified water, in such a manner that each of the blocks serves as a unit; a block priority area is determined according to flow survey results obtained by this computation; and an operation in the next process is determined.
