PROBLEM TO BE SOLVED: To provide a fuel reformer in which the production quantity of hydrogen is increased and the loss of a reforming fuel gas and the production of CO and CH<SB>4</SB>are suppressed, and a fuel reforming method. SOLUTION: The fuel reformer 1 is constituted so as to be provided with a reforming flow passage 2 to which the reforming fuel gas containing hydrocarbon based fuel and steam for fuel is supplied and in which the reforming reaction is carried out, permeated gas flow passages 3a and 3b to which steam for sweep is supplied and a porous membranes 5a and 5b for separating the reforming flow passage 2 and the permeated gas flow passages 3a and 3b from each other. The production gas produced by the reforming reaction in the reforming flow passage 2 is separated to the permeated gas flow passages 3a and 3b by permeating through the porous membranes 5a and 5b and drawn out to the outside of the system by the steam for sweep.
