<P>PROBLEM TO BE SOLVED: To provide a hydrogen production system having excellent energy efficiency and used for producing hydrogen by water electrolysis. <P>SOLUTION: The system has: a hydrogen production means 10 equipped with a first electrode 8 having a first fuel supply means 16, a second electrode 7 having a water supply means 14, a first oxide ion permeable membrane 9 held between the electrodes 7 and 8, and a voltage applying means 23 for applying voltage to the electrodes 7 and 8; and an electric power generation means 13 equipped with a third electrode 8 having a second fuel supply means 16, a fourth electrode 11 having an oxygen supply means 19, and a second oxide ion permeable membrane 12 held between the electrodes 8 and 11. The first and the second fuel supply means 16 and the first and the third electrode 8 are in common, respectively. The voltage applying means 23 supplies electric power of the electric power generation means 13 to the hydrogen production means 10. Fuel gas is hydrocarbon gas composed mainly of methane. The oxide ion permeable membranes 9 and 12 are composed of solid oxides. A purification means 2 and a compression means 3 are also provided.
