PROBLEM TO BE SOLVED: To provide a fuel injection valve, having a high flexibility in putting various data such as the direction of spraying fuel, a spraying form, a penetration length, and the presence/absence of lead spraying in the optimum state corresponding to the internal combustion engines of the respective types. SOLUTION: This fuel injection valve is adapted to apply revolving force around the central axis of an injection hole 17 to fuel injected from the injection hole 17 by a swirler 23. The central axis E of the injection hole 17 is inclined at a predetermined angleβof deflection to the central axis C of a valve element 18 and a step 25 is formed on the tip face of the injection hole 17.
