PROBLEM TO BE SOLVED: To provide a compacted hydrogen production device where the increase of the efficiency in a reaction is attained, only the unit of a reaction tube having nonconformity can partially be exchanged rapidly by simple operation, and hydrogen of high purity can be produced while reducing the cost. SOLUTION: In the hydrogen production device 1, one reaction tube unit 3 is formed by a hydrogen permeation tube 10 using a metallic film 9 through which only hydrogen 7 permeates and a plurality of reaction tubes 2 incorporating reforming catalysts performing a steam reforming reaction, and further, a plurality of reaction tube units 3 are arranged to compose a reactor 4, the lower part of one end side of the reactor 4 is provided with a heating part 5, and on the other hand, the upper part of the other end side of the reactor 4 is provided with a header part 6 for feeding raw materials and recovering hydrogen.
