<p><P>PROBLEM TO BE SOLVED: To provide a vehicle condition controller accurately operating an occupant crash protection device even when a vehicle speed and a relative speed are high. <P>SOLUTION: The vehicle condition controller 10 detects an obstacle in front and obtains a relative distance L and the relative speed VR. The device 10 obtains road type information showing a type of a road on which an own vehicle is currently traveling and determines if the own vehicle is traveling on the road exclusively for an automobile or the like or not. The device 10 determines if the relative speed VR is the same as or higher than a prescribed relative speed or not. When the own vehicle is traveling on the road exclusively for the automobile and the relative speed VR is the same as or higher than the prescribed relative speed, the device 10 sets an early operating flag FRG_R showing an instruction for changing operation start timing and an operation quantity to "1."
