PURPOSE: To provide an apparatus and a method for purifying polluted soil, which are able to rapidly remove oils from the polluted soil by injecting heated air into the soil and extracting the oils therefrom. CONSTITUTION: The apparatus comprises an injection well (11) that is buried in a soil (1) polluted by oils to inject air into the soil, an air injector (12) that is connected to an inlet of the injection well to supply the air thereto, an air heater (13) that is installed between the injection well and the air injector to heat the air flowing from the air injector to the injection well, an extraction well (21) that is buried in the soil to guide the oil contaminants volatilized by the heated air to the outside and an air extractor (23) that is connected to an outlet of the extraction well to discharge the oil contaminants.
