TELOP SUPERIMPOSING DEVICE, TELOP SUPERIMPOSING METHOD, AND TELOP SUPERIMPOSING PROGRAM

PROBLEM TO BE SOLVED: To provide a telop superimposing device which generates a bit stream having the degradation of image quality suppressed by properly detecting blocks which may be affected by superimposition when a telop is superimposed on a bit stream obtained by encoding images, and to provide a telop superimposing method and a telop superimposing program.

SOLUTION: In a telop superimposing device 1, first and second decoding means 10a and 10b decode a bit stream, a composition means 20 superimposes a telop on a block image decoded by the first decoding means 10a, a comparison means 40 compares a block image decoded by the decoding means 10b and the block image composed by the composition means 20, and a switching means 50 switches and outputs the inputted bit stream and a bit stream encoded again by an encoding means 30 on the basis of the comparison result.
