METHOD AND A SYSTEM FOR CONVERTING COMMUNICATION FRAMES FOR SOFT HANDOFFS BETWEEN A 1X NETWORK AND A 2G NETWORK, ESPECIALLY CONCERNED WITH MAKING A SOFT HANDOFF EXECUTED THROUGH THE CONVERSION OF INTERWORKING STANDARDS AND THE CONVERSION OF AN INTERNAL MESSAGE FRAME INSTEAD OF EXECUTING A HARD HANDOFF IN THE BOUNDARY AREA BETWEEN A CDMA 2000 1X NETWORK AND AN IS-95 A/B NETWORK

PURPOSE: A method and system for converting communication frames for soft handoffs between a 1X network and a 2G(Generation) network is provided to automatically implement a stable soft handoff instead of executing a hard handoff between a 1X network and a 2G network. CONSTITUTION: In case that a mobile terminal(210) moves to the sector of a 1X wireless base station through the sector of a 2G boundary base station and the sector of a 1X boundary base station, the mobile terminal transmits a PSMM(Pilot Strength Measurement Message) signal to a 2G wireless base station(S302). The base station controller(224) of the 2G wireless base station compares the strength of the received PSMM signal with a signal strength threshold. If the strength of the received PSMM signal is larger than the pilot strength threshold, the base station controller(224) transmits an HDLC(High-level Data Link Control) type handoff message for the mobile terminal(210) to a master CDMA inter network unit(234) through a central CDMA inter network unit(S304). The master CDMA inter network unit(234) transmits the handoff message to a handoff router(280)(S306). The handoff router(280) analyzes the handoff message. In case that a base station for the handoff of the mobile terminal(210) is a 1X network system, the handoff router(280) converts the handoff message into an ATM type handoff message(S308).
