PROBLEM TO BE SOLVED: To provide a driving circuit capable of saving electric power consumption, a display device having the same and a driving method thereof. SOLUTION: The driving circuit comprises a control section, a driving section and a switching section, and drives a display panel. The control section receives a source video signal and outputs a video signal and a driving section control signal in response to driving voltage. The driving section outputs a scanning signal and the video signal to a display panel in response to the driving section control signal. The switching section is connected to the control section and controls driving of the control section in response to a switching section control signal.
