PROBLEM TO BE SOLVED: To provide a hair-tonic and hair-growth promoting agent effective for preventing the itchiness of the scalp, falling off of the hair and the thinning of the hair by using a natural material as an active component. SOLUTION: Natural materials composed of malt, mineral water, aloe and honey are used as the active component and a proper amount of the component is added and the product is aged to obtain the hair-tonic and hair-growth promoting agent.
