PROBLEM TO BE SOLVED: To provide a toner manufacturing method for manufacturing toner by which the particle size of toner to be used for electrostatic charge image development in electrophotography, electrostatic recording or the like can be easily controlled and the toner having extremely narrow distribution of the particle size can be manufactured, and to provide a toner manufacturing apparatus and the toner. SOLUTION: The toner particles T are granulated by dispersing a dispersion phase containing a synthetic resin and a coloring agent and supplied to a first chamber 9 into a continuous phase supplied to a second chamber 10 via a porous silicone membrane (an intermediate plate 6) having through pores 14 as the pores with uniform distribution of the diameter in the cross-sectional form and position.
