PROBLEM TO BE SOLVED: To prevent an unfavorable influence onto measurement of an optical characteristic caused by a bias in a polarization component. SOLUTION: The second measuring part 25 measures group delay timesτpg,τsg of incident light, based on light emitted from an optical fiber 18. When a bias in a p-polarization axis or an s-polarization axis is observed in an amplitude equivalent value (power) of the first measuring part 24 (T<SB>11</SB><SP>2</SP>≪T<SB>21</SB><SP>2</SP>, T<SB>11</SB><SP>2</SP>≫T<SB>21</SB><SP>2</SP>, T<SB>12</SB><SP>2</SP>≪T<SB>22</SB><SP>2</SP>, T<SB>12</SB><SP>2</SP>≫T<SB>22</SB><SP>2</SP>), an optical characteristic measuring part 26 measures group delay timesτ<SB>11</SB>,τ<SB>21</SB>,τ<SB>12</SB>,τ<SB>22</SB>based on components of a transfer function of the optical fiber 18 in the group delay timesτpg,τsg. The unfavorable influence onto the measurement of the optical characteristic caused by the bias in the polarization component is prevented thereby, even when the bias is observed in the p-polarization axis or the s-polarization axis, in the amplitude equivalent value (power) of the first measuring part 24, since the group delay times are measured based on a measured result in the second measuring part 25 (the influence of the bias onto the p-polarization axis or the s-polarization axis of the power is prevented).
