PROBLEM TO BE SOLVED: To obtain an aqueous acrylic copolymer composition for producing a foamed layer, which can be crosslinked under relatively mild conditions and form a strong foamed layer containing practically no harmful substance on a fiber base. SOLUTION: This aqueous acrylic copolymer composition for forming a foamed layer comprises micro particles (A) of an acrylic copolymer with a specific glass transition point (Tg) and containing carbonyl and carboxyl groups, a hydrazine derivative (B) having a plurality of hydrazide residues in the molecule, a foaming agent (C) and a foam stabilizer (D).
