PROBLEM TO BE SOLVED: To provide a composition which can maintain a high antibacterial, mildewproofing, anti-algal effect over a long period and has no influence on the surface color tone of a material to be treated and the like. SOLUTION: The antibacterial, mildewproofing, anti-algal composition comprises inorganic oxide fine particles having an antibacterial, mildewproofing, anti-algal action and an average particle diameter of≤500 nm and an organic antibacterial, mildewproofing, anti-algal agent composed of a thiazole compound and/or an imidazole compound, and the above inorganic oxide fine particles are constituted of at least one metal component selected from silver, copper, zinc, lead, tin, bismuth, cadmium, chromium, mercury, nickel, and cobalt which have an antibacterial mildewproofing, anti-algal action and an inorganic oxide other than the metal component. These inorganic oxide fine particles are fine particles dispersed in an dispersion medium of water and/or an organic solvent, and the dispersion (colloidal solution) having a solid content concentration of these inorganic oxide fine particles of 1.0 wt.% has an optical transmission at a wavelength of 500 nm of≥50%.
