PROBLEM TO BE SOLVED: To provide a laser controller which can control the intensity of a laser beam constantly by feeding back the intensity of the laser beam to be radiated from a semiconductor laser element, and to provide an image forming apparatus having the same. SOLUTION: The laser controller 100 switches drive current generated from LD lighting/finely lighting current drive control circuits 125, 135 by an LD drive current switching circuit 140 to perform irradiating/finely irradiating to the photosensitive drum of the image forming apparatus, and applies the drive current to the semiconductor laser element 102a. A laser beam is photodetected by a photodiode 102b, and a drive current value is regulated by feedback controlling based on its light intensity. Since a detection signal from the photodiode 102b is amplified even at not only laser beam illuminating time but also weak illumination time, even if the change of the light intensity at the weak illumination time is delicate, the difference is clarified and can be reflected to the feedback control.
