PROBLEM TO BE SOLVED: To provide; an exchange ticket issue method of managing information indicating who has issued an exchange ticket, how much the exchange ticket is worth, and whom the exchange ticket has been issued to, under a high-security environment; an issue system; an exchange ticket issue program; and a recording medium having the program recorded therein. SOLUTION: In the exchange ticket issue method of deciding an amount of reserve and an expiration date and adding a prescribed premium to the total amount of reserve to issue an exchange ticket to a member at the expiration date, the exchange ticket is issued to the member by performing; an inputter code registration step of registering an inputter code and security information to an exchange ticket issue terminal: a security information collation step of collating security information of the inputter code with the registered security information before access to an exchange ticket information file in the exchange ticket issue terminal; and an exchange ticket information print step of accessing the exchange ticket information file in response to coincidence resulting from the collation to print exchange ticket information of the member to whom the exchange ticket should be issued, on the exchange ticket.
