PROBLEM TO BE SOLVED: To prevent the inside of a room from being wetted by dew condensation water dropping from the indoor side lower part of a window sash to the upper surface of a lower frame and over-flowing to the indoor side. SOLUTION: This opening device comprises a frame 2 having upper and lower frames 2a and 2b and right and left vertical frames 2d and 2c and sahes 3 and 4 fitted into the frame 2 so as to be opened and closed in the lateral direction. The upper surface 12 of the lower frame 2b is formed generally flat, a suspended piece 17 is formed on the outdoor side lower part of the sash 3 positioned on the indoor side, and a guide groove 20 guiding the suspended piece 17 is formed in the upper surface 12 of the lower frame 2b. A shallow water receiving groove 51 receiving dew condensation water falling from the indoor side lower part 50 of the sash 3 is formed in the upper surface 12 of the lower frame 2b, a drain valve 52 for draining from the water receiving groove 51 to a space part 33 in the lower frame 2b communicating with the outdoor is installed, and the dew condensation water is drained from the indoor side to the outdoor side via. the drain valve 52.
