<p><P>PROBLEM TO BE SOLVED: To allow a municipality to efficiently promote countermeasures against global warming by efficiently and correctly collecting information on total greenhouse gas emissions and the actual situations of considerations for reducing the emissions. <P>SOLUTION: The functions of inputs and outputs via the Internet and an automatic collecting function are used to increase the efficiency and accuracy of data processing, and a burden on an executive office is greatly reduced by the functions of direct questions and answers to and from a person in charge of inputting data. Also, conversion factors for the amount of activities and greenhouse gas emissions are updated as necessary to keep the person in charge from failing to update.
